Nestled right under the Acropolis, Plaka is the oldest and most picturesque neighborhood in Athens. It is almost entirely pedestrianized, filled with neoclassical homes, tavernas, and bougainvillea-draped alleys.
Syntagma is the political and transport hub of Athens. It offers the best connectivity (direct metro to the airport) and houses many of the city's historic 5-star hotels. It's busy but incredibly convenient.
